Towards resilient cities: RISE-IN introduces its comprehensive stakeholder engagement methodology to co-create climate-resilient urban transformation

The RISE-IN (Resilient Investment for Sustainable Environments) project has launched its comprehensive methodology to strengthen stakeholder engagement across all phases of climate adaptation planning.

As cities face increasing climate-related risks, including flooding risks, new approaches to climate adaptation that are both scientifically robust, financially viable and locally grounded are needed.

The RISE-IN project addresses this challenge by turning selected urban areas into living laboratories where innovative Climate Resilient Solutions, combining Nature-based Solutions with physical interventions, can be co-designed with stakeholders and local communities and rendered financially attractive to support cities in attracting private investment for climate adaptation measures. This will enable cities to progress from concept to investment-ready action.

RISE-IN aims to ensure that all actors concerned play an active role in designing and implementing locally accurate resilient solutions to ensure collective agency in climate adaptation initiatives. That means engaging with authorities, encouraging direct involvement of businesses, local communities, civil society organization, researchers and designing co-creation and participatory models.

To that end, the project has launched its structured methodology for stakeholder engagement, the Multi-stakeholder Mapping and Engagement Plan (MM&EP), which provides a clear framework to identify who needs to be engaged, when, and through which modalities. It includes an initial mapping of stakeholders and a tool for partners of the RISE-IN project to plan stakeholder engagement strategies and actions throughout the project and for each Demonstration City.

By introducing this common methodology, RISE-IN ensures that stakeholder perspectives are embedded from the very beginning of project design, helping cities co-create Climate-Resilient Solutions that are socially relevant, and incorporate local knowledge in climate-focused social innovations.

The tools and approaches developed through RISE-IN will be demonstrated in Cesena (Italy), Christchurch (New Zealand), and Póvoa de Varzim (Portugal), before being adapted for replication in Ghent (Belgium), Zhytomyr (Ukraine), and Kadıköy (Turkey). Ultimately, the project’s results will be integrated into the Climate-ADAPT platform, supporting knowledge exchange and establishing Climate-ADAPT as a leading European reference for adaptation practices.
